Do siblings count against the cap?
Only if you ask about them, and a new class or school party does not. Allow siblings seeds off, so the reply never mentions them and each yes counts as one child. Switch it on in your party's settings and a parent can add up to five — and from that point those siblings do count against the cap. Adults staying is a separate switch, and it starts on: those grown-ups are counted for you but never against the cap at a class party, because what the venue counts is kids.
A family cancels — does the next one on the waitlist get told?
Not by itself. Moving a family from the waitlist to Going in Responses sends them nothing at all, so the promotion is silent until you say something. Tap them over, then send a party update — that's the message that reaches them.
How is this different from just setting it up as a birthday?
The seeds. A kids' party starts with What to bring switched off, because most birthdays don't want a snack list, and its starter list is a house-party one — 2 bags of ice, cups & plates for 20, a big bag of chips. Class or school party starts with What to bring on, and its list is the school version: nut-free, sealed, store-bought, cups for 30. Both hold 300 names and both start with open RSVP on.
